20-year-old arrested in fatal shooting in northeast Dallas apartment parking lot

A 20-year-old man has been arrested in the slaying of a man who was found dead last month in an apartment complex parking lot in northeast Dallas.

Devionne Dontray Hitchens faces a capital murder charge in the death of 37-year-old Jonetan Castro Navarro.

Officers found Castro the morning of Aug. 1 in the 8300 block of Park Lane, near Shady Brook Lane in the Vickery Meadow neighborhood. His pockets were turned inside out and coins were scattered on the pavement as if he’d been robbed, police wrote in an arrest-warrant affidavit.

Police said surveillance footage showed the gunman in the area, at one point speaking to a witness, for nearly 20 minutes after the shooting. Images from that footage were released to the public in mid-August in hopes of generating a tip about the gunman’s identity.

Someone called police Aug. 30 and identified the man in the footage as Hitchens and provided other information about the case that had not been made public, the affidavit says.

Hitchens, who has no apparent previous criminal history, was arrested last week, jail records show. His bail is set at $500,000, and he does not have an attorney listed in court records.
