Responding officers met with a male and his 4-year-old daughter, who had minor injuries to her legs. He stated the mother, Garcia, arrived at the home to pick up the girl.

A second witness stated Garcia appeared to be “agitated and aggressive.” Witnesses told police that Garcia sped off in a vehicle from the residence and stopped about 1 ½ block later.

Garcia allegedly sped off while the child reached to get something from the vehicle. The child was dragged as the car was in motion, according to police.

She is out on bond, according to Webb County Jail records
