Miguel Angel Castro, 35, was arrested in Richardson on Thursday after a tip led to the location of the vehicle seen in video from the scene. Further information led investigators to identify Castro as the driver.

Officers took Castro into custody just before 7 p.m. in the 13400 block of TI Boulevard.

The incident happened about 12:45 p.m. in the 4300 block of Action Street, where officers found a 29-year-old man lying in the street with a severe head injury.

After reviewing video from the scene, police determined that the man had been on a ladder attempting to secure a vehicle to a trailer when he was struck by a blue 2006 Toyota Sienna.

The video showed the driver stopping, getting out and approaching the injured man on the ground before returning to his vehicle and driving away.  The vehicle had significant damage to the front passenger side.

Castro is being held in the Garland jail on charges of failing to stop and render aid with serious bodily injury and possession of methamphetamine. He was also found to have a felony bond forfeiture warrant out of Dallas County, police said.

His bail has not been set.
