Teen fatally shot man in moving vehicle, then took his money before dumping his body, Dallas police say

A 19-year-old is behind bars after police say he fatally shot another man in a moving vehicle, dumped his body in South Dallas and then forced the driver at gunpoint to keep driving.

Officers were called that evening to the 4900 block of Wanda Street, near Elsie Faye Heggins and Lamar streets, where they found Vance face down alongside the road. He had been shot several times.

Detectives wrote in an arrest-warrant affidavit that they later spoke to a man who said he was driving a vehicle with Starks and Vance in the backseat. They had planned to sell guns, he told police, but then Starks shot Vance as they were driving.

Starks took Vance’s money and dumped his body on the street, the affidavit says. The driver told police Starks then held a gun to his head and told him to keep driving.

Police said Starks threatened the driver in Facebook messages. He also posted that he wasn’t going to prison and wouldn’t leave any witnesses, according to the affidavit.

Starks was arrested Tuesday and booked into the Dallas County jail, where he remains in custody. In addition to the murder charge, he faces one count of aggravated assault with a deadly weapon, and his bail is set at $1.2 million. His attorney could not immediately be reached for comment.

Two weeks before the shooting, Starks pleaded guilty to felony charges of criminal mischief, evading arrest and theft of a firearm stemming from multiple incidents in 2019, court records show. He was sentenced to five years of deferred-adjudication probation.

Days later he pleaded no contest to a misdemeanor assault charge — he had been accused of hitting his girlfriend in April 2019 — and was sentenced to about nine months in jail in a plea deal. He also pleaded no contest to several other misdemeanors at the same time.
