Murder suspect was at northwest Dallas strip club with victim hours before shooting, police say

A 35-year-old man is in custody in connection with a fatal October shooting that Dallas police say took place after he and the victim were at a strip club together.

Andrew Cardell Foreman faces a murder charge in the slaying of Shamont Small. His attorney could not immediately be reached for comment.

Police were called the morning of Oct. 9 to the 2400 block of Arbuckle Court, near Ables Lane in northwest Dallas, where they found Small, 38, lying in a grassy area along the road. He had been shot multiple times and was pronounced dead at the scene.

According to an arrest-warrant affidavit, surveillance footage shows a Lexus sedan turning from Ables Lane onto Arbuckle Court then stopping. The driver gets out, walks to the passenger side of the car and fires several shots, then pulls Small out of the car.

Police said that the footage shows the gunman driving off but returning to the body minutes later, then having mechanical problems with his car. He is seen shooting Small twice more before abandoning the car and leaving on foot, according to the affidavit.

A second vehicle arrived about half an hour later, according to police’s description of the video, and pushed the Lexus down the road before abandoning it again.

Police said the Lexus’ license plate led them to Foreman. Surveillance footage showed him and Small together at a northwest Dallas strip club the previous night before leaving in Foreman’s car, the affidavit says.

Foreman reported to police that he had been carjacked, and he denied being involved in Small’s death, according to the affidavit. He was arrested after police determined that his cellphone records put him in that area at the time of the initial shooting, minutes later when Small was shot again and once more when the second vehicle pushed the Lexus, the affidavit says.

Foreman was booked into the Dallas County jail Thursday and remains in custody. His bail is set at $500,000.
