Man faces murder charge in woman’s fatal shooting in Old East Dallas

A man is behind bars in connection with the fatal shooting of a woman early Tuesday in Old East Dallas.

Charles Leonard Parker Jr., 32, faces a murder charge in the death of Rachel Witcher. His bail is set at $500,000, and his attorney could not immediately be reached for comment.

Witcher, 21, was found with a gunshot wound around 1:40 a.m. Tuesday by officers responding to a shooting in the 4600 block of Bryan Street, near Live Oak Street and Fitzhugh Avenue.

She was taken to a hospital and pronounced dead. The gunman drove off in a dark-colored, four-door car, police said.

Parker was arrested and booked into the Dallas County jail later Tuesday. Police did not say how they connected him to the shooting.
