Harris County commissioners to pay $1.5M to Pct. 1 female deputies in sexual exploitation lawsuit

HARRIS COUNTY, Texas (KTRK)– A $1.5 million settlement has been reached in the lawsuit brought by former deputies of Harris County Precinct 1, according to the county commissioners. The lawsuit, which was filed by four women, alleged sexual exploitation during sting operations.

The initial lawsuit named Constable Alan Rosen, Assistant Chief Chris Gore, and Lt. Shane Rigdon as defendants, though Rosen was eventually dropped from the case.

The women claimed that the alleged misconduct occurred during operations aimed at apprehending sex trafficking suspects. However, the lawsuit contended that these operations were, in reality, parties where officers consumed large amounts of alcohol. During these events, the female deputies alleged they were groped, kissed by their supervising officer, and coerced into performing lap dances for other male deputies.

Constable Rosen stated in 2021 that an internal affairs investigation conducted by his office found no violations of law or policy. He also noted that the women involved did not file a formal complaint at the time.
