AUSTIN — A state appeals court on Friday upheld a lower court order that blocked Gov. Greg Abbott’s limit on mail ballot drop-off sites. Man found fatally shot in northwest Dallas apartment, police say

A 51-year-old man was found fatally shot in an apartment Tuesday afternoon in northwest Dallas.
