Conroe PD called to Lakewood Church shooting suspect’s home 20 times over last 5 years, report says

The Conroe Police Department responded to the address of the accused Lakewood Church shooter on Gulfstream Road approximately 20 times over the past five years. However, neighbors reported that officers did not take further action beyond responding to the suspect’s erratic behavior and alleged threats.

Details of these incidents emerged on Wednesday with the release of a 49-page report documenting Genesse Moreno’s calls to her home and those made by nearby residents.

On Tuesday night, Eyewitness News obtained footage from a neighbor’s camera showing Moreno loading her vehicle hours before allegedly entering the Houston megachurch and opening fire on Sunday.

The neighbor who captured the footage revealed that she had called the police in 2022, expressing concern that the situation next door was escalating, tensions were rising, and Moreno was behaving erratically.

On the day of the shooting, police responded to the neighborhood and documented Moreno’s history of harassment and disturbance with the neighbor.

“I’m very careful whenever she’s out because I don’t trust what she’s going to do. So, my cameras are going 24/7,” said the neighbor, who preferred not to be shown on camera. “She knows we have cameras all over, and (to) put up a blue tarp over the side of a car so that you couldn’t see what she was putting in the back of the car – it looked really odd.”

Just hours later, Moreno entered the church with her 7-year-old child and opened fire.

Moreno was known to have schizophrenia, according to her ex-mother-in-law.

The Conroe police report documents Moreno’s calls to the police, which seemed to stem from paranoia, including reports of neighbors stalking her and her ex-husband attempting to contact her under the guise of an FBI agent.

Regarding 911 calls made against Moreno, one neighbor reported an incident where Moreno allegedly tried to hit her with her car, and in a separate 2022 incident, pulled a gun on her.

According to the report, none of these calls resulted in police intervention or the discovery of evidence of a crime. Police responded, investigated, and closed the cases.

Conroe police asserted that their response was appropriate and did not warrant arrest or mental health intervention.

Eyewitness News also requested the police report regarding allegations that Moreno pulled a gun on her neighbor and plans to request calls of service to neighboring homes.
