24-year-old suspect wanted, accused of shooting 4 people outside Lincoln Bar, HPD says

Authorities in Houston are actively seeking the arrest of a 24-year-old man accused of shooting four individuals outside a crowded bar on Washington Avenue earlier this month.

According to charging documents obtained by , the incident occurred just after midnight on March 3 outside Lincoln Bar.

The documents state that Luis Rios and a companion had recently been ejected from the bar following a physical altercation with another individual. As they attempted to re-enter the establishment, an altercation ensued with security personnel, including an off-duty Harris County sheriff’s deputy.

After leaving the scene, Rios allegedly fired shots into the crowd, with the deputy suspecting that he was specifically targeted. While the security guards sustained minor injuries from grazing bullets and declined hospitalization, two innocent bystanders were struck and required hospital treatment for more severe injuries.

One of the victims, 29-year-old Darien Mann, shared his account exclusively with , revealing that he had been left paralyzed from the waist down as a result of the shooting.
