Investigates talks with HPD leader who tried to warn chief of suspended code

Diana Poor, retired as deputy director of HPD’s Office of Planning & Data Governance, disclosed her involvement in informing Houston Police Chief Troy Finner about the “suspended – lack of personnel” code during a meeting in November 2021. Poor recounted that during the meeting, which included 15 to 20 high-ranking HPD leaders, Finner was visibly upset upon learning about the code and its utilization in the department’s operations. Finner expressed his frustration and directed staff to cease using the code immediately.

Poor elaborated on her efforts to address the issue by approving a department-wide circular to halt the use of the SL code. However, she noted that the circular might not have reached Finner’s desk due to bureaucratic processes within the department. She highlighted an instance where the circular was intercepted by an executive chief, who questioned its necessity, leading to its halt before reaching Finner.

Poor emphasized that Finner’s stance against the code was clear, and she believed he took appropriate action upon learning about it. She expressed concern that Finner should not be unfairly blamed for the controversy surrounding the code and emphasized the need for the ongoing investigation to conclude before drawing conclusions. Despite her retirement, Poor remains invested in clarifying Finner’s position and ensuring accountability within HPD.
