Houston families are grappling with unexpectedly high water bills while the mayor’s office procrastinates on implementing a solution

Houston resident Brandon Mora of Denver Harbor was shocked to receive a water bill totaling $1,379.98 from the City of Houston, a significant increase from their usual $150 bill. Mora, who shares the household with his uncle, mother, and sister, found the amount unaffordable given their modest income from working at a car wash.

In March 2023, their bill indicated an unusually high usage of 17,000 gallons, compared to their typical monthly usage of 6,000 to 9,000 gallons. Despite reporting issues with the meter, including its disconnection and damage allegedly caused by rodents, no adjustments were made to their bills, resulting in accumulating fees and bills exceeding $1,000 per month.

Houston Public Works eventually replaced the damaged meter but failed to rectify the billing discrepancies. Although the family’s account underwent an administrative review, they did not receive the expected exceptions, and the issue remained unresolved.

Houston Mayor John Whitmire had planned to introduce a solution to address the city’s water billing problems at the Houston City Council meeting. However, a city spokesperson announced a delay, emphasizing the mayor’s commitment to developing a comprehensive plan that addresses concerns and ensures accuracy before its public unveiling. In December, the council introduced a separate nine-point plan aimed at resolving the water billing issues.
