Houston mayor and city council joust over agenda powers as Prop A committee set to convene

When Houston voters approved Proposition A in November, it marked a significant shift in power dynamics. For the first time, city council members gained the ability, with the backing of at least two colleagues, to directly place items on the agenda—a privilege previously reserved for the mayor alone.

Mayor John Whitmire acknowledged this departure from tradition, noting that Proposition A weakened the mayor’s authority. Upon assuming office, Whitmire formed a committee to review the items proposed by council members. However, this action sparked debates about the extent of council’s power under the new charter amendment and whether the existence of the committee, which the amendment does not explicitly mention, is justified.

During discussions, City Attorney Arturo Michel clarified that council members can still bring forth items directly to council for consideration and a vote, without automatic referral to a committee. However, the specifics of how such items are handled will be determined as the committee convenes and establishes rules.

Council members expressed differing opinions on the role of the committee. District D City Council Member Carolyn Evans-Shabazz emphasized the importance of not allowing the committee to cherry-pick which issues are presented to the council, advocating against acting as gatekeepers. On the other hand, District J City Council Member Edward Pollard raised concerns about sending items to the committee without the author’s consent, viewing it as infringing on the voters’ will.

As the committee convenes for the first time, further clarity is expected on how council members’ proposals will be processed and presented to the council for consideration.
