1,100 rape kits from suspended HPD cases were tested but never investigated, sources tell

In Houston, sources have disclosed to that over 1,100 rape kits linked to the Houston Police Department’s suspended sexual assault cases have been processed, potentially holding crucial evidence for unresolved cases. These results, which could have aided in investigations and provided justice to victims, were reportedly accessible to HPD.

When a sexual assault survivor undergoes a forensic examination at a hospital, evidence is collected, including clothing worn during the assault and DNA swabs. This forms a rape kit, essential for gathering evidence within the critical 72-hour window post-assault. Amy Castillo from the Houston Forensic Science Center emphasized the importance of testing these kits to support survivors and enhance public safety.

Of the 4,017 suspended HPD sexual assault cases, sources revealed that 1,124 rape kits were processed and tested. Upon completion, the results were transmitted to HPD via email and entered into the national DNA database, CODIS, potentially aiding in suspect identification. However, there are concerns that these results may have languished in email inboxes, with HPD failing to follow up on any potential matches.

While HPD has yet to address inquiries regarding the examination and utilization of these rape kit results, Castillo emphasized the significance of testing and utilizing such evidence to protect the community and hold perpetrators accountable.
