Advisory Committee recommends new Dallas County jail

In Dallas County, discussions persist regarding the potential construction of a new multi-billion dollar jail, prompted by concerns about the condition of the current facility, Lew Sterrett Detention Center.

An advisory committee presented a report on Tuesday addressing the pressing need for action regarding the aging detention center. While consensus exists on the necessity of a new facility, key questions remain regarding the timeline, logistics, and financial implications.

Commissioner Elba Garcia emphasized the urgency of addressing the aging infrastructure of the county jail, which has surpassed 40 years of service and is nearing the end of its lifespan.

During a recent Facilities Management Committee meeting, commissioners considered recommendations from the Jail Facility Advisory Committee, formed in 2022 to assess the conditions and operations of the detention center and propose solutions aligned with safety, efficiency, legal compliance, and community impact.

The advisory committee, after meeting seven times in 2023 and consulting with various court and jail operation departments, returned with a recommendation for a new jail facility estimated to cost over $5 billion.

County Judge Clay Jenkins acknowledged the significant financial commitment required for such a project, emphasizing that while the current jail is functional, it will soon become obsolete.

Commissioner John Wiley Price expressed agreement on the need for a new facility but stressed the importance of viable immediate solutions. However, the projected timeline for the new facility’s completion is not until 2032.

Addressing concerns about infrastructure and logistics, Price highlighted challenges related to transportation and the relocation of courts and other facilities. He also emphasized the importance of capacity management, expressing caution about prioritizing beds for low-level offenses.

The advisory committee specifically identified issues with the jail’s west tower, including aging infrastructure, staffing challenges, limited housing units, and inadequate separation logistics for female and juvenile inmates. These factors underscore the pressing need for action as discussions continue.
